The system you link to above indicates that it is shipped with FreeDOS, 
likely to circumvent the requirement from Micro$soft that OEM vendors 
can't ship any systems "without" an OS.

However, at the same time, the system in the link above is shipped 
without an optical drive, so an error message about the CDROM 
driver/MSCDEX replacement not being able to load is to be expected.

In case the OP indeed comes back to the mailing list, a bit more info if 
the purchase of that system without Windows (of any version) was indeed 
intended. My guess, without seeing a screenshot is that FreeDOS is 
already in some form pre-installed and pretty much would be "ready to 
use", beside the missing or unsupported (SATA?/USB?) CD-ROM/DVD drive...

Either way, a bit more info from the OP could help to solve the mystery...
