As has been stated the CD rim should be E: as C is your hard disk and D is FreeDOS. If your using MSCDex it can fail if you give it a drive that already exists it should post a message during boot about the failure or it will say CD drive is x where x is the drive letter.
I'm Guessing E: or F: depending on your drive configuration and if FreeDOS is using a ram drive (usually Z:). Just run through the alphabet doing: DIR D: DIR E: The letter where the drive spins and has Install is the one you should be using, be careful though as DOS box normally doesn't give you loads of space for installs younhave to specify the hard disk size in options.
