user database

I want to athenticate users for logging on the nas (by telnet).
Can I do this ? In my hint file I have no telnet or rlogin or whatever entries... just 
PPP , CSLIP , SLIP , PLIP and UUCP.
I'm using cisco hardware.
I read the users man page and conffile ....
