If your NAS does RADIUS authentication when someone uses telnet to
log into it, yes.

So run the server in debugging mode, configure the NAS to do RADIUS
authentication for telnet logins, telnet to the NAS, and see what
RADIUS attributes get passed to the server.
Once you know which attributes are passed to the server, you can add
'users' file entries to configure them.
