About the discovery of /usr/lib v.s. /lib : it was something I mentioned if they went 
ahead with my proposal of creating a shared version of libshadow, libmisc. 

According to Comment #22 Debian et al dont spread libshadow. All is done in glibc.
Other platforms I can check:

AIX has no libshadow  -> entries for various forms of [._f]?getpwent(_r)? are in 
/lib/libc.a
Tru64 has no libshadow -> entries for various forms of 
(__)?(siad_|f)?getpwent(_r|_local)? are in /lib/libc.a
Redhat 9: no libshadow.
All of these system authenticate through shadow password databases.

There might of course be systems that have libshadow. 
My problem appearantly was that in various distros these files got eliminated and they 
were not removed on gentoo.

My concern was that this might be an issue more widespread regarding freeradius.

Its like Debian a collaborative effort.
The difference is it doesn't distribute binaries (well if you insist, you can get them)
Gentoo just spreads build methods called ebuilds. These ebuilds are scriptlets
that export methods for unpacking tarballs (allows trimming down subtrees,
adding patches etc.) configuring, compiling, installing in separate tree 
("the binary version" of a distribution) and finaly merging it in a working 
environment.

Gentoo started as an effort to get the most out of your system, ie. why run i386 
binaries 
on you pentium IV hyperthreading..... etc.

I have an alpha and was looking for a alpha distro that would continue to exist...
I'm not too impressed about the holy wars around debian and came up to gentoo
about a year ago.
Appearantly Creation of the Alpha distribution from the existing x86 original and ppc 
port was a 2-days job.
That was the core & and managementtool called portage + basic packages as gcc, libtool 
etc + building and environment including X & Gnome.  (stage3 kit).
