Two thoughts on that.
1. From what I understand they are in favor of P25 type systems that they
consider to be secure, but in reality are more exploited than something
like codec2 (with no encryption, but retentively unknown about). Which
doesn't make a whole lot of sense if you think about it.
2. I remember hearing something about this a while ago, and from what I
remember short of encrypting anything, any ham *could *make his own
standard that would be just as good as encryption, provided only that there
is a paragraph or something on the internet about this *standard. *Now I
could be wrong, but it was said that this was totally legal. If so, there
would not be a reason to address the encryption thing.
