Pardon my naïveté because I am obviously waving my hands about something which others here know much more.

It seems to me that if you store a small buffer of undecoded audio, that once you have sync, you can go back to the symbols from before you had sync and decode them.

And you can interpolate to catch up over a second or so and thus reduce latency to the absolute minimum.
