What I see now, with the latest version at least, is that the port is
indeed not opened at startup.  Maybe it was just my bad luck that the 
ports settings were left in the "wrong" state by the last program that
used it or the default state was "wrong" for my use.

I do think the "APPLY" button should change the settings.

The current test code opens the port, sets PTT acitve then inactive and
closes the port.  I'd do the same thing with apply and OK.

My preference would still be for the program to set PTT inactive of the
saved configuration it finds has the serial port selected.  But I could
leave that alone of the rest of you don't want that.
