I think it's OK if an admin wants to tweak invoices once they're live. You
may legitimately want to do this if a customer calls to change their
shipping address. But maybe we ought to have a constant that allows this or
not since merchants with separate backend fulfillment will probably need to
keep their hands off the live invoices.
