Yes, DefaultRoot ~ will users to chroot their ftp session to their home
directories, but what about those you don't want to be jailed ?

Seems to me something related with the glibc libs, or an specific patch to
that proftpd version.

Dunno, i'm just arriving to office so i'll update those glibc libs and
will tell...
