But I don't know why you fight for 'array'. How many people are using
plain TeX? And how hard would it be to add

\def\textbf#1{{\bf #1}} or
\def\frac#1#2{{#1 \over #2}}

to your plain TeX .sty file?

You didn't want to add LaTeXFormat. And I don't think that it makes any
sense to keep plain TeX stuff.

It's much harder to redefine a construction like

  {\it ...}

than it is to redefine

  \textit{...}



In fact, to treat the group/ungroup stuff in a better way, one should
probably transfrom first to a tree structure and remove unnecessary
double groups. But I was not in the mood to rewrite the whole thing just
because of these grouping issue.
