Great discussion you got going on here! Great to see some activity on this
list :)

BTW, I'm the leader of the Federal Open Source GRILL community that Fabian
referred to.

Basically, we are an official (French) Government of Canada community of
practice about Open Source. We are under the Quebec Federal Council in IT,
which is essentially a GC interdepartmental entity.

We launched 3 years ago and we are now about 100 members (50 from 16
Federal Depts., 10 from QC Provincial and the rest are external
contributors). We have meetings every 2 months in Montreal or virtually.

We are mainly sharing good practices and educating IT managers about OSS.
We are also promoting IRCan "GC Software Forge" (
http://tbs-sct.ircan-rican.gc.ca) which is a great under known tool
internally. BTW, here's two great IRCan projects:

I'm also very implicated in Linux-Québec Linux User Group (www.linuq.org)
so I know the local Quebec city community too.

Anyway, I'm sure some of the members of both communities would like to help
in an official FSFC initiative. Off course, for GC public servants, we must
conform to GC Values and Ethics (
http://www.tbs-sct.gc.ca/pubs_pol/hrpubs/tb_851/vec-cve-eng.asp) so we need
to be very careful with our own involvement in political activities.
