The difference is between outsourcing to the cloud and in sourcing for
governments is twofold:
        1) What is the financial incentive for governments to avoid
negative press due to a breach? What about Google and the like?
        2) The architecture is completely different. (Hopefully) no more
laptops containing entire employee databases, no more unpatchable/legacy
servers, no more unencrypted access to resources, etc.
