agree with Hal's solution. I usually have a CFPARAM that defaults an ID
(or whatever you are selecting on) to a value that is not in the table.
Granted, because of file reuse, this can lead to some funky code, but the reuse
custom tag never quite sat right with me.

<cfquery datasource="DSN" name="qry">
SELECT
* FROM tbl WHERE fooID = #attributes.foo#
</cfquery>
This
allows for statements like the following to always work:
<input type="text" name="val"
value="#qry.fooID#">
