Lisa, FusionPro most definitly supports upper-case letters with accents. There is a file called entity.mac.def that was installed on your computer and in it is a list of entities. The entries in the far-left column are what you want to put in your rule to return the accented character. Also in your rule, you'll need to have the 'return strings as tagged text' checkbox turned on.
If you need more help with entities, there is a whole section on them in the Tags Reference Guide.
