I think you are right. Different people are sensitive to different things. Some are highly sensitive to acts which are against the law or are against established ways of doing things esp when there may be harm to others.
A kind of allergy. They raise questions about radiation, privacy intrusions, GM food, etc. They should be listened to and their worries should be followed up. There may be good grounds for their concerns. They were probably the same group who worried about cigarettes years ago but were seen to be paranoid. Turns out they had a legitimate concern which epidemiological data proved them right.
