When one deregulates the wholesale price, but locks the retail price, I fear the result is easily anticipated.
This is like the privation of a monopoly. It is taught (or ought to be) in Economics 99. Most of our elected representatives are a bunch of clowns. They know nothing of unintended consequences until they hit us in the teeth.
