Perhaps the Scandinavians are a better example. I spent some time in
Scandinavia in the late sixties and early seventies, and what I saw there
was generally impressive. However, there were downsides. I recall a
conversation with some senior Swedish public servants who felt completely
hemmed in. No, they couldn't do this because, well, the unions would
object, and no they couldn't do that because, well, the corporate sector
would object. It seemed like complete gridlock, though at a high standard!
