The hydrogenation of oils goes back a long way. It provided margarine as a cheaper substitute for butter. Later, as butter was a cholesterol saturated food, it was considered safer to eat margarine than butter.
Most of my life I've been eating margarine along with (probably) most of the developed world.
I'm not sure but I suppose that "partially hydrogenated oils" refer to margarine in tubs, which are more expensive, but somewhat better for you than the sticks of margarine..
Of course, farmers don't like it and when I lived in Ontario the margarine came in its normal white color. To make it look more like butter we would mix in color. Some margarines had a little capsule in the sealed bag. You squeezed the capsule, color came out and you kneaded the bad to mix it in.
That's advanced technology!
I used to travel across the border often and generally would buy colored margarine to bring home. The Canada Customs official found my grocery bag in the trunk with half-dozen packets of colored margarine.
He said, "You know I'm supposed to take this down to the furnace and burn it."
I said, "Do you mean the power of the Government of Canada is focused on my little grocery bag?"
He laughed, and sent me on my way.

My impression is that far more dangerous than milkfat is:

"partially hydrogenated oils" which enable the FoodMegaCorps to cut costs by a fraction of a cent per unit. If you like to read the small print, whenever you see "Partially hydrogenated..." among the ingredients, put the food back on the shelf and continue with your life.
Unfortunately, transfats are in lots of food products, starting with vegetable shortening and margarine.
