"The net" (as in "executive summary", not Microsoft product...) is that, just as Marx explained that humane employers could not shorten the work week in Britain in the 19th century except under cover of legal mandate, so too, today, I.B.M. is powerless to preserve jobs in the U.S.A. for the exact same reason:
"Our competitors are doing it and we have to do it"

But there is an interesting aside from the IBM spokesperson, which directly addresses what is most wonderful (in the taxonomic not deontic sense of being implausible, not honorable!) about Dubya nad his fellow-travellers:
"It's hard for me to imagine any country just sitting back and letting jobs go offshore without raising some level of concern and investigation,"
(How *can* the President of The United States sell his country out and not be impeached?) Oh, well, maybe the answer is that Dubya Bush, like Judas Iscariot, is on a vital mission to fulfill God's Will....
