MenuStyle * VerticalMargins 2 3

This defines a margin of 2pix from the top border of the menu, and
3pix on the bottom. In my opinion, this improves the look of the
menu when you have selected the last/first item. I attach a picture
with some notes on it so you can compare.

Ah, I see. It may (or may not) be good to have a similar syntax
like for the horizontal menu layout, although there probably isn't
much to configure.

That would add nothing that can't already be configured by tweaking the
ItemFormat.

Correct me if I am wrong, but ItemFormat can only handle horizontal
layout, not vertical.

That is correct. I was commenting on the quote above my reply. I.e. that there would be no meaning of adding a similar option for horisontal layout, as it that already can be controled in very mush detail.

And VerticalItemSpacing can't define this either.
As far as I know, there's no way to achieve what this patch achieves using
the current vanilla fvwm.

I never commented on what your patch can do, or if it were possible to do that with fvwm. If I were to do that I would have replied to your mail and not to Dominik's mail. Bt yes, to my knowledge you are right in that the vertical layout of the menus can't be controlled in current fvwm.
