I'm not sure I follow the original question.

Both Fvwm and Emacs refer to the "Alt_L" key as Meta.
A long history of keyboard inconsistency got us to where we are today.

Under X Windows, Alt_L by default generates "mod1".

Fvwm will let you bind to the key as "Alt_L",
or refer to the modifier as "1".
