Is the pptp server the FW as well?

I am trying to make a pptp client talk to a pptp server on the internet.  I
installed the latest NT sp (6a) last week and haven't had a chance to try it
since, but had no luck until then.
My configuration:

NTWS(pptp client)->Fw1(Internet)->pptp server

everything I've read (except phoneboy's site) has said that this will not
work with 3.x-4.1.

when I try to connect I get the standard 'cannot connect to server' error on
the ws and see two log entries for the control connection and then a gre (ip
47) entry using port 38xxx.  There is no response from the server in the log
and I don't have a way to sniff for one right now (although I have a hunch,
it would still not show a response).
