This hasn't been true for a while.  For instance, the current
version has the http-pdk code as the 'preferred' HTTP proxy, while
http-gw's code is still included and had the advantage of the "crystal
box" approach if you run the fwtk version, I don't believe even the old
TIS code was identical to the toolkit at the last itteration (2.0 for the
toolkit - not sure what the last Gauntlet version was prior to NAI
taking over.)   

Checkpoint's historical record has been about the same as NAI's - so it
really *should* be about security policy applicability not "pick a vendor
then find a security policy that applies."  Both solutions have strengths
and weaknesses by their designs.
