I've always thought this was a problem with the media or the optical  
unit. I've repeat this process several times with "cranky" discs which  
I've cleaned off as much as possible, or changed the optical unit to  
an external one, and then had it mysteriously work on the 3rd, 4th, or  
5th try.

I'd suggest trying again several more times, or trying to locate a FW  
external optical unit to boot from. Your plan of using the Mini to  
install onto the iBook in target disk mode "should" work fine AFAIK,  
UNLESS the Mini is an Intel Mini. If it's a PPC Mini you should be  
able to do this.
