The account pictures are stored in the Library>User Pictures folder.  
You could check that it's there, and if not copy one over from another  
system. In order to check, you'd need to boot another System or use  
Target Disk mode to get access to the HD.

Also, registration isn't a necessity, whereas setting up a ~user  
account is. If you don't want to register, simply check the boxes "My  
computer does not connect to the internet" and "Register Later". When  
it finally gives you the normal Desktop, search "Registration" and  
then highlight the alias files and do "Show Original" which will  
direct you to the Setup Assistant. Trash all these two files and  
aliases and you're done, no nagging messages to register, no problems.

Another option for you is to use the Migration Assistant to transfer a  
~user account from another previously setup system.
