Make sure you installed using a retile copy of the OS not one bundled with a machine…
Other than that the OS install may be bad so an archive and install may help. Make sure your machine meets the system requirements for the OS you have installed. I think you may not have used a retail copy of the OS but instead used a copy bindled with another mac. Discs bundled with other macs are machine (model) specific. Hope this helps. Also you might want to see if you can shutdown using the terminal.
