Personally, I think you need a new OS. The OS that came preinstalled with your mac is likely the incorrect version to begin with.
What you are asking for here in terms of getting whatever file is not really a solution for one simple reason — I'll get to that. If you consider for a moment, in the future you may run into issues with your mac that might necessitate booting from the install DVD to run utilities or you may need to reinstall the OS under some circumstances so you will need a bootable CD for both of these eventualities. Your best option is to go out and buy which ever OS your machine works with otherwise you are wasting your time and you will only grow in frustration over the issue. I definitely recommend purchasing a used copy of OS X Tiger off a sincere and honest seller. Maybe someone on this list has a commercial copy of Tiger or whichever OS your Mac can install from. I hate to say this but older used machines although packed with sentimental value and nice for your collection, the OS is an important part otherwise it's just a brick. I wish I could better accommodate the issue you are facing, for that I apologize. Perhaps a workaround to get your mac to sleep might simply be manually putting it to sleep from the apple menu. Obviously if it sleeps from OS9 then it is clear it is not hardware. Does it sleep if the energy prefs are set up accordingly? Maybe a terminal command if the apple menu does not help.
