Appart from the obvious snarky "why would you want to??" No. The most likely way to do this would be to replace the clock crystal that controls the prosessor frequency somehow. You might be able to do the same by upping the voltage to the processor. However, most likely you will end up with a dead processor. This is not going to be trivial.
If so is it something I can do with limited skills in soldering due to poor eye sight.
I doubt it.
