IMHO, to sync a Touch of any gen with a G3 computer will be an exercise in sheer frustration, USB 2.0 or no USB 2.0. In the best of cases, you will have an iPod with an outdated iOS, without videos, without access to the latest version of your apps... without, without, without. All of which kills the whole point of having a iPod touch in the first place. See what I mean? G3 computers are still very useful --I have several, and use them, but not to sync my iPod touch. Even charging my Touch on my Pismo is an iffy affair --sometimes it works, sometimes it doesn't. (And it does have an USB 2.0 PC card.)
