Andrew,

A $600 budget is overkill for a G4. She can get a wonderful 17"
PowerBook with all the best and whistles for less than $400, and run
Tiger with Classic. Leopard, as everybody has already clarified, is a
no-go if she wants Classic.

If she wants to be able to BOOT OS9, though, a 1Ghz TiBook is her best
bet, as it has been already pointed out, but of course that should be
even cheaper. They are also very easy to upgrade (any 12 year old can
do it), so it can be tricked out at home and still have plenty of
money to spare.
