Perhaps I'm wrong, but I think the Kanga CPU is soldered to the motherboard. I have a 3400 which is the same form-factor as the Kanga, and I replaced the motherboard with a Kanga motherboard, and I don't remember any CPU card?
Always the same: The Kanga sounds like it is booting up, but the screen remains white.
A white screen often indicates the video cable is disconnected. I got a lampshade iMac for cheap, and it booted to white screen only. I had to disassembly the entire display, and the video cable "looked" perfect but it was taped in place with some of that foil tape you can't see through. The foil tape hadn't ever been moved, but somehow the cable underneath had come unplugged. It was not a simple fix, or obvious, but it was the problem. I'd look to be certain the video cable is connected on both ends.
