There hasn't been a full install version of a MacOS that required 
any prior version of the OS to be installed first or that couldn't 
install over any other version (assuming the machine can use the new 
OS version).  The installer usually requires a minimum OS version to 
run on.  OS 9.0 installer requires OS 8.5 or 8.6 or better to run but 
you can always boot from the OS 9 disk to do it.  You can install 
directly to OS 9.1 if you have a 9.1 installer.
