I have five USB 1.0 drive enclosures (all left over's from upgrades) that I use all the time with my Pismo's, my G/4 977, my G/4 9600 and my 8600 and they all work flawlessly, but I had to install an extension that came with the drives for them to work reliably. These are really inexpensive enclosures ($16 ea) and they have worked well out of the box, so you may want to send yours back for a replacement.
