Brent, is it possible that the drive is just not getting enough power through the USB bus? Perhaps you've got some other things on the same bus that are sharing power? If there is a way to externally supply power to the enclosure, that may help matters.
I had this problem with a 2.5" drive installed in a USB2 enclosure. It came with a second USB cable to supply power and the only way it would mount on my TiBook 800 was if I used both the native USB ports (not on a USB hub). I know the ports are USB1 but I don't think that was the problem.
