Since this is both a Mac and a Safari problem I suspect the keyboard input. Safari is cooperative with various language inputs. In fact it's really neat that us Mac users can set our whole operating system displays to read and write in Japanese or German or any number of other alphabets.

Go to the International prefs panel and check that you have set your input for U.S., not U.S. Extended in the input section. Review other input settings like the order of language preferences. You might want to uncheck foreign languages except U.S. and see if that helps with the password problems.

Then go to the appearance preferences in Safari and make sure you have checked Western ISO as your default encoding scheme.

Things change.
