If the Maxtor drive is the SLAVE on the ATA chain on the internal bus it
could be slowing it slightly, I know I was always advised to put IDE
CD-RW drives in computers as the MASTER as this speeded up access.

Can't you get both Maxtor drives on the same cable? If you have proper
80-conductor ATA cable (the stuff with really thin looking wires) there
should be 3 plugs on it - one for each drive and one for the ATA card,
like in the Mac itself.
