You can make partitions using drive setup too...

I know they USED to be popular because apple's drive setup only supported
apple drives (with the ROM) and wouldn�t recognize 3rd party drives... So
hard drives usually shipped with a "lite" version. I know way back someone
even went as far as to create a "crack" for drive setup which let it see 3rd
party drives... 

Same used to happen with 3rd party CD drives, and kind of like how CD-R
drives still come with toast (this may start to change with how you can burn
directly in macos X?).
