Well, I don't know anything about this, but what's to prevent someone from actually paying for a newer OS, installing it on the machine, and then selling the machine without the disk? That machine has now had TWO operating systems paid for, the first when it was bought, and the second upgraded one.
I still contend that a Mac should come with an OS installed on it, no matter what, and that the purchaser of said used product is entitled to using that OS without having to pay for another licence for it, no matter what version. Of course, if the seller put the OS on the machine without paying for it, Ron p.s. I just reread your post, and in fact I do see that Goodwill was wrong. They were the ones that were fixing up and installing the OS, and then selling the machine. So as the seller, they are doing something illegal if they don't pay for a licence. But I'm the BUYER, I didn't put the OS there, I just expect there to be one on the machine.
