That sounds just like what happened to me not long ago with my 9600/350. My "solution" was to let the 'start' button continue flashing while I went off to do some other things for a few hours. When I came back to the computer, the flashing had stopped and file sharing was enabled. Since then I've stopped and restarted file sharing many times, and it always starts right up.
