And I need mention that the basic provider is capping
the download at 5G per month, with additional charges
per Meg if you exceed. 
The 'basic provider' means they rent/sell bandwidth to
each and every ISP using dial-up and ADSL.
Now I'm looking for a non-related ISP in Canada
(Montreal area). Satellite dishes/wireless still too
$$.
I remember back in the early days 'unidentified'
interests were backing the then money-losing ISPs.
After a Toronto business man was prevented from
Net-casting the SuperBowl using a TV feed, I felt the
tables turning (he was stopped in a US court - so much
for sovereignty).
The old-money ("they never lose it" said one local)
are
going to rein in the great unwashed masses simply
because there was no new money to be made, I guess.
