it's definitely much hotter than that.  like i said, to get a better
idea you need a small temp. sensor (like a tiny thermocouple or very
tiny thermistor) glued to an edge of the cpu, that will be closer to cpu
temp, but the cpu will still be hotter in the center and some hot spots
on the surface.  unfortunately, it's very hard to get a sensor under the
chip.  putting a sensor on the die itself was a brilliant solution, i
only wish they had put a better sensor there.  the main point in putting
the sensor on the chip was so that designers could evaluate heat sink
designs, not so that users had a clue.  still, it's a good idea, and if
you were really, really motivated you could calibrate it, but it would
be a mildly painful process, suitable only for a true hacker.  don't
forget the chip is in the middle of the case, and there is allot of case
material between the chip and the edge of it's package which effectively
makes the edges much cooler than the chip itself.  of course the heat
sink will be cooler, it has to be to work, and the heat sink will get
cooler quickly as you move away from the part directly over the chip,
that is after all the whole idea, to dump heat into the heatsink so it
can dissipate from there.
