Your problem sounds very much like what I've been experiencing with my 
G3 B&W, with the exception that my hard drives, etc, do power up when 
the system doesn't. My PRAM battery is also good and it makes no 
difference if it's changed. BTW, the LED on the G4 just means the logic 
board is getting power and offers no other diagnostic help (according to 
that taboo reference work).

You have disconnected all USB devices except the keyboard/mouse? Have 
you tried changing the port the keyboard is plugged into? Tried a 
different keyboard or starting with no mouse plugged in? Do you have 
access to any bootable Firewire disks?

I do hope someone will find your answer -- for both our sakes.
