Thanks everyone for the help, but still no luck.  I tried Obi-Wan's
suggestion (below), then tried Mark Benson's idea of detaching first the
hard drive then all IDE devices.  Still nothing.  (This eliminates the fault
being with the hard drive, right?  Otherwise, I could probably test it in a
different machine.)

The PRAM battery has been right around 3.4v, so I put a new one in just to
be sure.  Still nothing.

Anyone know how I can test the power supply?

That Diode shows that all circuits on your Logic Board
