And if that fails try detaching the hard disk and powering on. If 
that fails detach all the IDE devices and power on. If  *that* fails 
take out the PRAM battery, power lead and leave overnight to forget 
it exists. Just a hunch but maybe the PRAM battery is dead? You 
appear to have a voltmeter to hand - try testing the PRAM battery. If 
it is dead there's no telling what it could do - there are some Macs 
in the old skool that react really badly to having a dead PRAM 
battery. It's getting around to a time when, if the systems had ever 
been stood in storage, the first few G3 and G4 PRAM batteries might 
be starting to drop out.
