Actually the speed is being split evenly it's just that the computer 
that is downloading is asking for more packets than you .  The router 
only looks at the priority of individual packets.  So you ask for one 
and the PC asks for 10.  Your one packet has as much priority as one 
from the PC.

I don't think any low end router has the ability to throttle the connection.
