The router is a D-Link DI-704. I can't find any info on such specific controls on this basic router. I'm sure he is saturating the modem, but I would like a way to cut back his bandwidth, or as I read in another message, maybe packet requests. It just gets annoying when we can't even get e-mail because he is using so much of the connection.
