I have done hundreds of these upgrades for clients.  I never install an
auxiliary fan.  The case is designed to create directional airflow (I know
because that was my job at Apple back in the mid 90's) and by installing a
2nd Fan you can disrupt the intended directional flow and in turn actually
make your mac hotter.  If I were to install a fast G4 into an older Powermac
I would consider a 2nd fan, but I would set it up in a manner that enhanced
the design of the case and it's directional airflow.  What it comes down to
is that G3's aren't really hot enough to warrant a 2nd fan, while some
faster G4's are.
