I had similar problems but my power supply definitely was not working due to a power surge I had. After putting a new power supply in, I had similar sound problems. I also could not get the startup sound. Reseating the sound card helped because I have a friend who also has a beige g3 and when we switched sound cards, and his worked in mine and I then put mine back in, it worked. So reseating helped there. There also was some possible issue with the battery but never quite sure about that, so I decided to take out that part of the equation and bought a brand new battery. But everything is working pretty decent now.
