10.2's installer has a built in partitioning tool, it's as easy as pie to
use, you physically drag the size(s) you want.  You may want to get your mac
back from the tech and do it yourself.

But...

I think that installing 10.2 on the exsisting 8GB drive and having the 20GB
seperate is a very good idea.  The reason being, you will be 8GB better off
for storage, there is no loss because the maximum you can use of the 20GB
for 10.2 system is 8GB anyway, but more importantly, when you really delve
into 10.2, you can set the swap file to be on the second (20GB) drive.  In a
beige, this makes a noticeable difference in performance!

You can also bear in mind that accessing the HDD every day for the system
files is more grueling than accessing personal files (unless they are
massive DV movies :p).  Your 20GB should be very safe from failure.  But
still backup.
